REGION VI SYMPOSIUM


Small Business and Government: 
Maximizing Entrepreneurship, Driving Innovation

On May 6, the SBA Office of Advocacy will host a symposium in New Orleans, LA to discuss the unique challenges faced by the small business community in federal Region VI which includes; Arkansas, Louisiana, Oklahoma, New Mexico, and Texas . The conversation will explore ways in which the SBA Office of Advocacy can better understand the many perspectives of these small business communities. Please come share your insights and suggest ways the government and small businesses can create synergies to drive innovation and spur economic growth.

FDA Issues Proposed Rule to Deem Tobacco Products

On April 24, 2014, the Food and Drug Administration (FDA) Center for Tobacco Products issued a proposed rule that would deem formerly unregulated products as “tobacco products” subject to FDA regulation under the Family Smoking Prevention and Tobacco Control Act of 2009. 

The proposed rule contains two options.

Option 1 would extend the FDA's "tobacco product" authorities to all categories of products, including premium cigars, e-cigarettes, and hookah tobacco.

Option 2 would deem only a subset of cigars (i.e., exclude from the scope of the proposed rule certain cigars that we refer to as “premium cigars”). 

 

The FDA also is proposing to prohibit the sale of "covered tobacco products" to individuals under the age of 18 and to require the display of health warnings on cigarette tobacco, roll-your own tobacco, and covered tobacco product packages and in advertisements. 

Comments are due 75 days after the proposal is published in the Federal Register.

Open Dialogue on Improving Federal Procurement

On April 23, GSA will start a web based open dialogue to discuss improvements to the federal acquisition process. This is part of an ongoing effort to improve the effectiveness and efficiency of the federal acquisition system.

One topic of discussion will be the participation of small and minority businesses, new entrants, and non-traditional government contractors in the federal contracting process. This could include, opportunities for improving existing technical or strategic assistance programs, making buying platforms more user friendly, and lowering the cost of business.

ENVIRONMENT


Definition of Waters Protected Under the Clean Water Act (CWA)

The Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers (Corps) have proposed a rule defining the scope of waters protected under the Clean Water Act (CWA).  This proposal would set forth several categories of waters to be included in the definition as well as establish waters that are subject to the act.

Advocacy Roundtable on Retirement Plans

On April 30, Advocacy will host a small business roundtable on employee benefits issues, specifically on President Obama’s myRA and automatic IRA contributions proposals.

The roundtable will include two presentations. The first presentation will be from an official from the Department of Treasury on the myRA proposal and how individuals can participate in the plan. The second presentation will be from a small business owner on the automatic IRA proposal and how it will improve retirement security.

Small Business Transportation Safety Roundtable

On May 12, Advocacy will host a small business roundtable on the Federal Motor Carrier Safety Administration's (FMCSA’s) current compliance review processes, including its Compliance, Safety, Accountability (CSA) program and its focused investigations.  In attendance will be an Independent Review Team (IRT) from the FMCSA.

The objectives of the IRT are to:

·        Collect, analyze, and evaluate data collected from discussions with FMCSA headquarters and field personnel to develop appropriate recommendations for DOT response to National Transportation Safety Board, and

·        Develop recommendations for other opportunities identified during the course of the IRT effort to improve motor carrier safety.
