Women’s Entrepreneurship Bill Introduced in the Senate
Only a week after a Senate hearing on the state of women entrepreneurship, Senate Small Business Committee Chair Maria Cantwell (D-WA) offered a bill designed to support women business owners.
Senator Cantwell introduced the Women’s Small Business Ownership Act (S. 2693) to target specific barriers faced by women entrepreneurs. The bill takes measures to increase access to capital, access to the federal market, and access to counseling. More on the bill can be found in WIPP’s press release.
The bill’s introduction was one of the final actions before Congress recessed for the month of August. They are scheduled to return on September 8th.
Small Business Contracting Scorecard Released
The SBA released the FY2013 Small Business Procurement Scorecard, an annual assessment measuring agency efforts to meet small business contracting goals. For the first time since 2005 the federal government met the overall small business contracting goal of 23 percent small business procurement.
While women-owned small businesses saw an increase of 0.32%, from 4% in FY2012 to 4.32% in FY2013, the federal government was still unable to meet their 5% goal of contracting dollars going to women-owned small businesses. Additional details are available in WIPP’s announcement.
Executive Order Makes Labor Violations a Factor for Federal Contractors WIPP is currently reviewing the Executive Order and its possible impact on members. If you have comments or concerns please reach out to WIPP.
An Executive Order issued by President Obama will require contractors and contracting officers to consider labor violations in the awarding of federal contracts. The Order, expected to go into effect in 2016, requires prospective companies to include labor violations from the previous three years in their proposals for federal contracts. Employers will also be required to notify employees of certain information, including details on hours and wages.
