Money Matters: Homeland Security Funding in Limbo

Members of Congress left Washington last week for the week-long Presidents Day recess unsure of a path forward on Department of Homeland Security (DHS) funding that runs out in less than two weeks. Senate Democrats have repeatedly blocked Republican attempts to pass legislation funding DHS for the remainder of the fiscal year that included prohibitions on carrying out President Obama’s executive action on immigration. However, over the weekend, a Texas judge ruled that the Administration’s plans to implement the President’s actions must be put on hold pending further review. With an appeal from the Administration certain, possibly drawing the process out for weeks or months, Congress may have found a way to break the funding dilemma. With the President’s immigrations plans before the courts, Congressional leaders may be able to round up enough support for a funding bill without the restrictions on implementation of the executive order.  In the view of many, the simplest solution is the passage of a continuing resolution (CR) to keep DHS funded on autopilot past the February 27 deadline. House and Senate leaders will need to act quickly next week.
