WIPP Applauds New HRA Guidelines for Small Businesses

Today, the Department of Health and Human Services and the Internal Revenue Service announced new guidance related to small business Health Reimbursement Arrangements (HRAs).

The announcement follows Women Impacting Public Policy’s (WIPP) advocacy efforts on Capitol Hill and the Department of Heath and Human Services to review its original guidance prohibiting the use of HRAs. The change will allow small employers to continue to use HRAs as a way to provide employees with health insurance.  This will enable many small employers who want to offer insurance a simple and easy way to do so. The guidance provides a delay from the assessment of excise tax for small employers who reimburse or pay a premium for an individual health insurance policy for an employee.

Although temporary, WIPP supports this change, and will continue to work with the Administration and the Congress to make this change permanent.
