House Small Business Committee Passes Contracting Changes Sought By WIPP

The House Small Business Committee advanced its first legislation of the new Congress. The bill, H.R. 1481, would reform certain contracting practices viewed to harm small businesses. The next stop is the House floor although many small business contracting changes have been part of the National Defense Authorization Act (NDAA)  in recent years.

The Small Contractors Improve Competition Act addresses a wide range of current contracting issues by improving the SBA goaling process, ensuring data quality and justification on bundled contracts, limiting reverse auctions, enhancing SBA’s adjudication and training roles, and clarifying procurement rules affecting specific industries. 

Only two weeks ago, WIPP member Amber Peebles testified before the Contracting and Workforce Subcommittee, advocating for these changes. WIPP also submitted a letter in support. More details of the bill can be found on WIPP’s procurement page
