House Votes on Appropriations while Both Chambers Reconcile Budget Differences

The next step in the FY16 funding process begins as the House decides on allocations for the twelve appropriation subcommittees. These funding levels, when agreed upon with the Senate, will identify agency and program budgets. Chairman Harold Rogers (R-KY) has said that the Committee is expected to stay within the $1.017 trillion spending cap -- despite wide concerns that cuts will be too deep to both defense and non-defense spending.

Meanwhile, budget conferees meet with hopes of completing negotiations on the FY 2016 budget resolution in the next two weeks. If a joint resolution is passed, Republicans would continue on their path to make policy changes through budget legislation, including repealing Obamacare. Much like Obama has threatened to veto appropriation bills that follow sequestration limits, he has also stated that he would veto any bill that repeals Obamacare.
