Trade Promotion Authority Trade-Off

After Senate Democrats initially blocked “fast-track” trade promotion authority (TPA) legislation, the Senate will try again. In order to move forward, the White House and Senate put together a package of trade bills that address displaced workers’ assistance programs and provide currency manipulation protections.


TPA would require a yes-or-no vote on trade agreements set forth by the Administration, and it would restrict legislators’ ability to amend any trade agreements. While some believe TPA too strongly takes away Congress’ power to amend trade agreements, others believe TPA is a practical and necessary tool in order to pass two of the US’ largest trade agreements: one with Pacific Rim countries and one with Europe.
