Senate Starts Deliberation of National Defense Authorization Bill (NDAA)


Defying conventional wisdom that an annual must-pass defense bill is considered in the final days before Christmas, the Senate began working on their version of the House-passed annual defense reauthorization bill. Expect heated debate over the legislation, which allows spending levels to go above pre-set caps. Democrats want caps on non-defense spending to be lifted as well.  

While the House version contained more than a dozen small business contracting changes, the Senate version does not include them. The House-included changes would only become law if the Senate were to include them in the amendment process or during final negotiations. Examples of changes are permanently authorizing the Department of Defense’s Mentor-Protege Program, making it easier for contractors to obtain surety bonds, increasing subcontracting goals in agency responsibilities, and encouraging better compliance with bundling and consolidation rules. The bill would authorize more than $600 billion for defense spending in FY16.
