Contentious Defense Policy Bill Moves Forward

 

Setting the stage for a much larger battle on FY16 funding, the annual defense policy bill, or “NDAA”, passed the Senate despite opposition from the White House. The bill authorizes more than $600 billion for defense spending for the fiscal year beginning this October. It now moves to a “conferencing” stage where differences between House and Senate legislation are worked out. A good example is the House version, which includes more than a dozen small business contracting changes, while the Senate version does not. These contracting changes, which WIPP supports, permanently authorizes the Department of Defense’s Mentor-Protege Program, makes it easier for contractors to obtain surety bonds, increases subcontracting goals in agency responsibilities, and encourages better compliance with contract bundling and consolidation rules.


Expect heated debate over the legislation, which allows spending levels to go above pre-set caps. Democrats want caps on non-defense spending to be lifted as well.
