Trade Policy In Flux: Where Is It Now?

 

Despite being blocked by Democrats a week prior, the House now successfully passed “Fast Track” trade legislation. Procedurally, however, it now has to return to the Senate where Democrats are threatening to block it. We may know as soon as Tuesday whether it has enough support to go to the President --authority the President is pushing for.


“Fast track” means that Congress has to vote either up or down on trade deals--they cannot be amended.  Until the Senate reconsiders the bill, trade negotiations for two trade deals with the European Union and Pacific Rim nations have ground to a halt.  Claiming fast track authority thwarts Congressional input, opposing Democrats in the Senate believe trade deals are harmful to American industry and its workforce.  Many experts believe that without this expedited authority, both trade deals now on the table will die in Congress.
