New CTIA paper on how much time it takes to allocate spectrum

The latest spectrum paper highlights the long amount of time needed to allocate spectrum for wireless use (findings reveal that it takes an average of 13 years). This makes the effort to develop a pipeline of licensed spectrum for wireless use after the upcoming broadcast incentive auction even more urgent. The findings from all of the Brattle Group and CTIA papers up to this point highlight how important it is for the FCC, NTIA, Congress and the private sector to work together to ensure that this valuable asset is available to meet skyrocketing demand by the end of the decade.
