Continuing Resolution, Continuing Uncertainty

 

The Senate took the lead on government funding as it inches ever closer to a possible government budget showdown. Although major disagreements persist over total spending numbers and funding for Planned Parenthood, Congress appears eager to avert a government shutdown.

 

Senate Majority Leader McConnell attempted to move toward consideration of a Continuing Resolution (CR) on Thursday, which would extend current government funding until December. However, the funding bill was blocked by Senate Democrats who oppose defunding Planned Parenthood. The Senate has moved toward another version of a CR with a Monday evening vote scheduled. If the Senate agrees to a CR, it will go to the House. An added complication is the announced resignation of House Speaker John Boehner from his leadership post.

 

The larger issue preventing moving forward with the appropriations process (including new levels of funding and new programs) is disagreement about spending levels. Republicans support increases to defense spending while Democrats insist such increases should be matched by increases in non-defense spending. As a reminder, a CR keeps funding levels at previous year levels and does not allow for new programs to start, with some exceptions.
