Spending Debate Down to The Wire

Only a few days remain before the Holiday recess and Congress is putting the finishing touches on an Omnibus spending bill for FY 2016. The government has been funded by a Continuing Resolution (CR) since October. Last week, short-term funding was extended through December 16, giving Congress more time to complete an agreement. Appropriations are always a difficult debate in Congress and this year has been no different.

 

The Omnibus is expected to be finalized early this week and will combine appropriations bills that fund all programs for FY2016. The government has been functioning at FY2015 spending levels through a CR since October 1. Passing the Omnibus is imperative because it will fund the government and it will allow the government to begin funding new projects, albeit under a compressed contracting cycle.  

 

Despite the arduous process, WIPP is expecting full and increased funding levels across programs assisting women entrepreneurs and small businesses. Based on early versions of appropriations bills, WIPP is expecting programs essential to entrepreneurs, including SBA’s Microloan program and the Women’s Business Center (WBC) program to receive substantial increases.
