Women’s Advocacy Pays Off 

Last week was a marathon of hearings and meetings for the House Small Business Committee, culminating in its release of recommendations for the Small Business Administration (SBA). Amid disagreements about the agency that pitted Democrat and Republican Representatives against SBA management, one theme was clear – advocacy efforts for women business owners are working. 

 

At a hearing on federal contracting, the SBA and Members of Congress cited improvements to the WOSB Procurement Program – the lifting of dollar caps, addition of sole source, and expansion of the program – as a prime example of advocacy, policy, and agency working together to make swift changes that benefit women entrepreneurs.

 

A day earlier, the Women’s Business Center program was lauded as a key resource for women starting and growing their businesses. While Congress and SBA disagreed about the necessity of certain programs, WBCs remained firmly supported by the agency and the Committee. Nowhere was this more clear than in the FY17 Views and Estimates, and annual document expressing the Committee’s views on SBA programs. In recent years, the WBC program has been criticized. After enormous efforts to share the value of the program with Capitol Hill, these criticisms have been withdrawn, marking this year’s report as the first to support the WBC program.
