Government Meets 5% Women-Owned Business Contracting Goal

WIPP took a victory lap when the federal government met the 5% goal for contracts awarded to women-owned small businesses. This is the first time the goal has been met since its creation in 1994. To make this happen, WIPP dedicated 15 years of advocacy efforts to shape, strengthen, and implement the WOSB Procurement Program. WIPP’s efforts have brought the total awards to WOSBs from $5 billion or 2.5% of contracts awarded in 2001 to nearly $18 billion in contracts to women-owned firms last year.


This achievement took the efforts of our advocates in the Congress and the Administration, women’s business organizations and women business owners nationwide. A special shout out goes to Senators Cantwell and Shaheen and Representatives Velazquez and Speier who improved the program by championing the removal of the caps on program awards and gave the program sole source authority. SBA Administrators like Karen Mills and Maria Contreras-Sweet made contracting to women owned businesses an agency priority. Critical to the expansion of the WOSB program, their advocacy resulted in greater access to the federal market.

WIPP’s government contracting initiatives have provided women business owners with the resources and contacts necessary to compete in the federal marketplace. Give Me 5%, which began in 2008, offers resources and knowledge to women-owned small businesses seeking federal contracts and ChallengeHER, a partnership with SBA and American Express OPEN, delivers workshops and mentoring at events across the country.
