Paid Sick Leave For Federal Contractors Moves Forward

Stemming from an Executive Order issued last year, the Department of Labor (DOL) has proposed a rule requiring all federal contractors – both prime and subcontractors – to offer their employees paid sick leave. The proposed rule, announced on February 25, implements Executive Order 13706, which instructed the DOL to propose and implement rules requiring paid sick leave by September 2016.

The proposal outlines detailed requirements for contractors. Specifically, the rule will compel all prime and subcontractors to offer one hour of paid sick leave for every 30 hours worked, up to a maximum of 56 hours of leave per year. Further, the leave could be used if an employee is sick or if the employee needs to attend to a member of their immediate family.

This rule will apply to new contracts and replacements for expiring contracts with the federal government that result from solicitations issued beginning January 1, 2017. If you wish to submit a comment directly to the DOL, the deadline is April 12, and can be submitted here. WIPP is preparing a response and solicits your feedback.  All comments should be sent to Lin Stuart: lstuart@wipp.org.
