Subcontracting Protections Pass House Amid Bill Frenzy


In a busy day for small business contracting legislation, the House passed five bills addressing issues in the federal market. Many of the items were supported by WIPP, which is constantly engaged in bringing issues facing women-owned contractors to Capitol Hill.


Most importantly, one bill included subcontracting protections that follow WIPP’s longstanding “List Us, Use Us” campaign with Congress. Currently, SBA provides large companies examples of “good faith efforts” that exempt them from following subcontracting plans. They do not provide examples of what the companies cannot do.


This has led, in the opinion of the House Small Business Committee, to abuse by large companies that simply list small firms with no intent to work with them. Many WIPP members have expressed concerns about this behavior. The bill passed last week would require SBA to show examples of disallowed actions, to limit this practice.
