Appropriations Season in Full Swing


With legislative days before the end of FY2016 quickly running out, Congress has shifted its focus to next year’s funding levels. Congress has been unable to pass all twelve bills needed to fund each Department since 1994, which has lead to a series of Continuing Resolutions (CRs) and Omnibus funding bills, which means jamming all the bills together in a behemoth bill usually passed around Christmas (the fiscal year ends on September 30). Continuing Resolutions keep the government funded at the previous year’s spending levels, but new projects and contracts cannot begin, making life difficult for government contractors. Congress is seeking to avoid having to use a CR again this year although it looks likely. Also likely to happen again is the use of the Omnibus Resolution at the end of the year.


This week, the Energy and Water Development funding bill (H.R. 2028) made it to the Senate floor and is expected to pass by week’s end. This is the first of twelve bills the Senate is hoping to consider with several more having cleared their respective Committees and are now waiting on deck. The House, however, has not entered this stage of the process, because by rule, the House cannot consider appropriations bills before May 15. So while the House appropriations Committee has been working on their funding legislation, none have been voted on yet. 


There is always contentious debate surrounding funding, as Congress prioritizes Departments and programs. For government contractors, ensuring that funding is certain remains a top priority.  WIPP’s Government Relations team will be providing updates every step of the way during this process.
