The FY17 National Defense Authorization Act (NDAA) has just been released by the House Armed Services Committee. Take a look at the draft which will be considered by the Committee Wednesday morning. It is the blueprint for all defense programs in FY17. This must-pass bill has an entire section devoted to small business contracting and resources — Section 18 which starts on page 495.
Contracting improvements include:
Require an annual report on the share of contract dollars awarded to small businesses without any exclusions
Establish a pilot program that enables subcontractors to receive a past performance rating by submitting a request to the contracting officer and/or prime contractor
Require the SBA to develop a list of no-cost programs that assist small businesses in compliance with Federal regulations
Strengthen agency small business offices to recommend which small business set-aside programs should be used for each contract at their agency
Require commercial market representatives (CMRs) assist prime contractors in identifying small business subcontractors and assess the prime’s compliance with their subcontracting plans
The bill also expands the Women’s Business Center (WBC) program by increasing grant funding to $185,000 and increasing the program’s authorization level by 50% from $14.5M to $21.75M per year.
