On August 18, 2009, President Obama announced a government-wide plan to increase access to contacting opportunities for minority, women, and veteran owned small businesses. Commerce Secretary Gary Locke and Small Business Administrator Karen Mills will work with federal agency procurement officials to hold or participate in more than 200 events over the next 90 days. The purpose of these outreach events is to share information on government contracting opportunities, including those available under the American Recovery and Reinvestment Act, and "to better meet or exceed the goal of 23 percent of prime contracts for small businesses" according to President Obama. The administration said that they are committed to ensuring that small and minority-owned businesses are part of America's economic recovery. SMA and Commerce will be expanding their outreach to fellow contracting officials throughout the federal government, sharing best practices for outreach and education to every agency to ensure they are able to meet their annual contracting goals. Additionally, Secretary Locke and Administrator Mills will emphasize small business contracting opportunities at events and in discussions with small business groups across the country.

Senator Landrieu (D-LA), chairwoman of the Senate Small Business and Entrepreneurship Committee, supported this announcement as a step in the right direction. She continues to emphasize the importance of strong oversight of agencies to make certain that all small businesses receive their fair share. WIPP continues to support outreach efforts for minority and women owned small businesses in federal procurement. WIPP hopes that this government wide plan will assist all federal agencies in meeting their 23% small business contracting goal, and specifically the 5% women-owned contracting goal. WIPP and American Express OPEN continue to engage women and minority small business owners across the country through Give Me 5 - Education and Access for Women in Federal Contracts.
