For FY2008, small businesses received a record $93.3 billion in federal prime contracts. That is $10 billion more awarded in prime contracts to small businesses in FY2008 than in FY2007. However, according to the SBA's third annual procurement scorecard, the percentage of contract dollars awarded to small businesses decreased from 22 percent for FY2007 to 21.5 percent. Congress has mandated that 23 percent of federal contract dollars are annually awarded to small businesses, however the goal has never been achieved. Women-owned businesses received .01 percent less in prime contracts from the federal government in FY2008 compared to FY2009. Of the 24 agencies rated by the SBA, 13 met small business contracting goals, 22 achieved small disadvantaged business goals, 14 met women-owned business targets, 9 accomplished HUBZone goals and 4 met service-disabled veteran business benchmarks.
