Congress Contemplates Continuing Resolution

Congress has yet to pass a single funding bill and is now forced to fund the government using a temporary measure.


With less than a month until the fiscal year comes to a close, negotiations over how to keep the government open past September 30 are heating up. A stop-gap spending measure, known as a Continuing Resolution (CR), will keep the government funded into FY17 and past the elections in November but, right now, it is unclear exactly what time period the CR will cover.


Congress has several options, but all signs currently point to funding the government through the elections. When Congress returns to the Capitol in November for a “lame-duck” session, they can roll all 12 individual spending bills into one “Omnibus” spending bill – which has become a regular occurrence – to fund the remainder of FY17. One thing is for sure: the projected outcome of the elections, both Presidential and Congressional, will be a major factor Congress’ timeline.
