FAMILY AND COMMUNITY SERVICES DEPARTMENT
ALBUQUERQUE, NM – November 18, 2009 – Mayor-elect Richard J. Berry today announced that Robin Dozier Otten will serve as the Director of the city’s Family and Community Services Department.
“This is a department that works with and helps the homeless community and finds affordable housing for needy families. It takes a dedicated person to run this department,” said Berry. “I know Robin has the compassion and leadership to do the job.”
Otten, an attorney, served as the Secretary of the New Mexico Human Services Department, where she was responsible for an agency of 1,700 employees and a budget of $2 billion. She served eight years on former New Mexico Governor Gary Johnson’s cabinet and, as Secretary, led a Medicaid program that insured 20 percent of New Mexico’s population at a cost below the regional average, initiated a Personal Care Option that provided in-home care for more than 6,300 nursing home eligible recipients at a fraction of the cost of nursing home care and obtained a federal HIFA waiver to insure adults below 200 percent of poverty at a cost to the state of less than $25 a month.
Otten also served as the Superintendent of the New Mexico Regulation and Licensing Department. She was a shareholder in Otten, Vogel and Campbell, P.C., a law firm she founded in 1987. Otten also was the Vice President of Southwest Mortgage Company and most recently served as the President and Chief Executive Officer of RDO Strategic Consultants, LLC, a public issues consulting firm founded in July 2003.
“The men and women in this department are some of the most sincere and talented in the city,” said Otten. “I look forward to taking this department to an even higher level of service.”
Otten is a graduate of the University of New Mexico with a Bachelor of Arts in Government. She received her law degree from the University of New Mexico School of Law. She was a member of the American Bar Association, the State Bar of New Mexico and the Albuquerque Bar Association. Otten serves as president-elect of the Northern New Mexico Chapter of the National Association of Women Business Owners (NAWBO). She chairs the federal NAWBO Political Action Committee and is the 2007 recipient of the NAWBO National Public Policy Advocate of the Year. She is a national partner of Women Impacting Public Policy (WIPP,) serves as chairman of the WIPP Republican Small Business Leadership Team and was a participant in the WIPP Institute’s “Power Tools for Women Business Owners” in Chicago in 2007.
