SBA Announces Roundtable Discussion On Executive Order 13514

The SBA will hold a roundtable discussion on Executive Order 13514, Section 13 on January 27, 2010. The roundtable will be held at SBA’s Headquarters, 409 3rd Street, SW, Washington DC, in the Eisenhower Conference room from 10 am EST until 12 pm EST. The key presenters will be Emile Monette, Director, GSA Office of Acquisition Management, who has responsibility for developing the position paper for Section 13 and Alan Chvotkin of the Professional Services Council.

An inter-agency working group has been established to comply with Section 13. The Office of Advocacy and SBA have been asked to participate with this working group because of the concern that the recommendations may have a harmful impact on small businesses. One concern is that the new requirement for all government vendors to register and report greenhouse gas emissions may impose a costly compliance burden on small businesses. There is also a concern that Section 2h's requirement that 95% of government agencies' purchased goods and services be energy efficient may limit small business' ability to remain competitive (e.g., small business may not have the resources to obtain EPA certifications).
