Bill Introduced Today Increases Transparency in Regulatory Process and Will Support Women Entrepreneurs

Statement by Women Impacting Public Policy President Jane Campbell regarding legislation introduced today by Sens. Joni Ernst (R-IA) and Heidi Heitkamp (D-ND) that would increase transparency when federal agencies propose regulations impacting small firms.

“More than 90 percent of women-owned businesses are small businesses, which is why Women Impacting Public Policy is encouraged by legislation introduced today that would increase transparency within the federal regulatory process when it comes to small firms.

In the event that there is a disagreement between a federal agency and the Small Business Administration’s Office of Advocacy over the economic impact of a proposed rule on small businesses, the Prove It Act gives the Office of Advocacy the ability to request additional analysis and review from the agency.

We need a regulatory system that is inclusive, transparent and flexible. Analysis shows firms with fewer than 20 employees, which make up the bulk of women-owned businesses, pay an average of 30 percent more per employee in regulatory costs.

Smarter regulations and a more transparent regulatory process will produce more efficient regulations.

This bipartisan legislation is a good step toward relieving some of the regulatory burden on small women-owned firms.”
