An end of year legislative victory makes for a strong start to the New Year ahead for WIPP! President Obama recently signed into law the National Defense Authorization Act (NDAA) for fiscal year 2015 which included a provision that authorizes sole source authority for the Women-Owned Small Business (WOSB) Federal Contract Program. WIPP Launches WIPP International
WIPP has announced the formation of Women Impacting Public Policy International (WIPPI) to expand its goal of empowering women business owners with gaining more access to capital, markets, research and business counseling worldwide. We are proud to announce that by contracting with the London-based organization, Pink Shoe Club, WIPP International’s first partnering country to join as a member is the United Kingdom.
“The formalization of WIPP International broadens WIPP’s collaborative model of building and leveraging relationships with private and public sectors beyond U.S. borders,” said WIPP President and CEO Barbara Kasoff. “These relations ensure the full participation and inclusion of women as a vital source of economic growth. Pink Shoe Club, the first partner of WIPP International, is an organization dedicated to promoting female participation in public life, politics, government and business. It has gained notoriety by being a strong influence in Parliaments worldwide, and this will be a great partnership for women around the world aspiring to grow businesses.”
“WIPP has been extremely successful at elevating the voice of women business owners in Washington D.C.,” said Pink Shoe Club President Helene Martin Gee. “With over 224 million women engaged in the global economy, we need to partner with WIPP and empower these women to negotiate and secure business-friendly policies in their countries.”
Kasoff also announced that Jennifer Bisceglie will serve as President of WIPP International. Bisceglie has served as Chairman of WIPP’s Board of Directors for several years and is the owner of Interos Solutions and Vigillence, Inc., in McLean, Virginia.
Bisceglie added, “There is so much attention currently being focused on the power and effect of the women business owner in her home, community, and country that needs to be harnessed and channeled. This is a wonderful opportunity for WIPP International to partner with the highly respected Pink Shoe Club in working together on elevating the voice of women throughout the UK. This new relationship begins the movement into impacting the global economy.”

WIPP POLICY UPDATE:
Sole Source Authority for the WOSB Program Signed into Law
On December 19, 2014, President Obama signed into law the National Defense Authorization Act (NDAA) which included an important provision which improves access to federal government contracts for women-owned businesses.
The WOSB procurement program, officially launched in 2011, is a critical entry point into the world of government contracting for women entrepreneurs nationwide. Since its inception, the WOSB procurement program has been hampered by restrictions on the size and type of contracts awarded. Including the fact that the WOSB procurement program does not have sole source authority. This new law fixes that inequity.
Additionally, a disparity study by the U.S. Small Business Administration (SBA), which identifies under-represented industries for participation in the WOSB procurement program will be expedited as part of the law. Supporters have noted that the study is critical to expanding the program to more industries where the program is needed. The study was originally required by 2018—more than eleven years after the last study—but would be accelerated to 2015.
Sole source legislation had broad support in Congress as well as at the Small Business Administration. Administrator Maria Contreras-Sweet made improving this program a priority. This victory was made possible with her support and from a broad coalition of women’s business and small business organizations that supported the legislation.
