Women Impacting Public Policy Statement on Government Shutdown


Women Impacting Public Policy (WIPP) applauds the cooperation by Congress and the Administration to temporarily reopen the government. However, the longest government shutdown in history has left many federal contractors in a precarious position, with no recovery resources provided by the government.


Approximately $508.5 million in federal contracts went to women-owned small businesses in FY18. Of that amount, $144 million, or 28 percent, were from agencies impacted by the shutdown. Additionally, according to Bloomberg, federal contractors lost around $200 million per day during the shutdown. WIPP will be working in partnership with other organizations within the women-owned and small business community to support legislation that prohibits a shutdown from happening again. Bills such as the End Government Shutdowns Act” and “Stop STUPIDITY Act” are a step in the right direction to address this issue. Legislation that keeps the government running in the event of delayed funding is necessary for the estimated 4.1 million people working under federal contracts around the country and the economy as a whole. 


Congress needs to get back to funding the government on time — any other outcome is detrimental to the women-owned businesses that contribute $1.6 trillion in receipts to the U.S. economy.  We urge the Congress to expedite payment of invoices to small business contractors and reinstate the Prompt Payment Act for all future invoices. The Prompt Payment Act, which expired, required the federal government to pay small contractors within 30 days after receipt and acceptance of material and/or services.
