Let the Budget(ing) Begin

The big question: will we have sequestration - the across the board cuts to government agencies - in FY2016? An answer may come soon as the Congressional funding calendar kicks off this week. Both the House (Tuesday) and Senate (Wednesday) Budget Committee Chairs are expected to release their Budget Resolutions. The resolutions set spending caps for the Appropriations Committees to follow. Sequestration will happen if the spending caps in the resolutions exceed levels set in 2011.

But beyond sequestration, this year’s budget resolutions are important. The possibility of using reconciliation instructions, a special procedure allowed by budget resolutions, to move legislation through the Senate free of filibuster threats would allow Republicans to consider changes to Obamacare or even tax reform. Reconciliation has not been used since 2009 because it requires the House and Senate to agree to one budget resolution.  

WIPP will issue a special budget resolution summary later this week to the Economy and Tax Committee.
