Infrastructure Improvements Would Benefit Small Business Community


Small businesses would benefit from contracts in an overhaul of U.S. roads and infrastructure. That was the consensus of House Small Business Committee members at a recent hearing. Members of Congress and witnesses agreed on the need for long-term transportation and infrastructure policy.

Regarding contracts awarded, William Schmitz, Vice President at National Stone, Sand and Gravel Association (NSSGA), stated that a long-term transportation bill would provide states more certainty in their ability to award contracts. Dr. Gifford of George Mason University discussed public-private partnership (P3s) contractual agreements. Dr. Gifford held that P3s are beneficial and establish participation goals for women- and minority-owned businesses. He clarified that if legal barriers are removed for P3s, women- and minority-owned businesses would be better supported in winning contracts.

Witnesses and Members of Congress alike had different proposals in terms of how the bill would be funded. Ranking Member Nydia Velazquez (D-NY) recommended a miles-traveled tax while Dr. Gifford proposed a toll tax. Dr. Gifford indicated that a toll tax would be more sustainable than a gas tax, and that a toll tax could be applied to mass transit vehicles, which have not been taxed since the 1950s.

Members expressed the need for a solution for long-term transportation funding, stating that a long-term transportation bill creates a favorable environment for small businesses by ensuring more small business contracts and reducing traffic. The timeline for a long-term transportation bill remains unclear.
