It's Unanimous: Senate Committee Passes A Slew Of Bipartisan Bills


The Senate Committee on Small Business and Entrepreneurship unanimously approved a package of small business bills on Wednesday October 7th.  Six bills were unanimously agreed to, bringing the total to 21 bills passed out of the Senate Committee just this year.  Senator David Vitter (R-LA) heads the Committee. The bills passed by the Committee enjoyed strong bipartisan support and affect a wide array of small business issues.  The legislation now goes to the Senate floor for consideration.


The Committee unanimously agreed to the following bills:


S. 2126 – The Women’s Small Business Ownership Act of 2015 

Reauthorizes the Women’s Business Center (WBC) Program. Increases the authorization level to $21.75 million through FY2020 and increases the maximum financial award amount to $250,000 from $150,000.  Provides financial flexibility for WBCs and increases collaboration between SBA and stakeholders. 


S. 1811 - Superstorm Sandy Relief and Disaster Loan Program Improvement Act of 2015

Allows a small business affected by Superstorm Sandy in 2012 to apply for an SBA loan to repair, rehabilitate, or replace damaged property or assist a small business that suffered substantial economic injury.


S. 2116 - Small Business Broadband and Emerging Information Technology Enhancement Act of 2015

Provides training to assist small businesses on maximizing broadband utilization through SBA’s resource partners. Appoints an existing SBA senior staff member to coordinate training and to serve as the SBA liaison to the Broadband Opportunity Council.


S. 2139 – Small Contractors Improve Competition Act of 2015

Prohibits the use of reverse auctions for the procurement of certain contracts.


S. 2138 – Small Business Subcontracting Transparency Act of 2015

Improves the review and acceptance procedures for subcontracting plans to provide the maximum practicable opportunity for small business participation. 


S.2136 - Improving Small Business Innovative Research and Technologies Act of 2015

Establishes the Regional SBIR State Collaborative Initiative Pilot Program, which allows regional collaboratives to work cooperatively to increase participation in the SBIR/STTR program.


The Senate Committee on Small Business and Entrepreneurship has been extremely active in 2015, holding four markups and passing 21 bills.  Last Wednesday’s markup continued a trend of bipartisan legislation, benefiting many aspects small businesses, progressing through the Committee.
