Senate Plods Along on NDAA Approval


The annual defense authorization is making its way through a compressed Congressional schedule due to the upcoming November election. While the House passed their version of the $600 billion legislation last month, the Senate, as the “worlds greatest deliberative body,” will continue to consider the NDAA through next week.


The Senate bill has a number of hits and misses. While it proposes policies that will encourage more small businesses to work with the Defense Department, it would also allow the Department to count small business subcontractors toward their small business goals.  Currently, the government only counts prime contractors for their small business goals, including the WOSB 5% goal. Since the Department of Defense is the largest government buyer, this change as written could thwart efforts by organizations like WIPP to increase buying from women-owned companies.


The Senate is also considering adding policies to the NDAA that will positively impact WOSBs. These include changes incorporated in the House bill by allowing Women’s Business Centers to provide support for the Defense Department Mentor Protégé Program.


Under consideration is a report from the Defense Department on the damaging impacts of strategic sourcing on small business. While strategic sourcing can help the government by centralizing purchasing, it has negatively impacted the number of WOSBs participating in the federal marketplace. WIPP has been a strong supporter of ensuring the government’s goal of getting the ‘best value’ while recognizing what WOSBs bring to the table.
