WIPP Supports Action on HRAs, Expanding Healthcare Choices For Women-Owned Businesses



Today, the House Ways and Means Committee took an important step in expanding affordable healthcare options for women business owners by voting to bring back Health Reimbursement Arrangements (HRAs), which have been restricted due to rules in the Affordable Care Act (ACA). The Small Business Health Care Relief Act (H.R. 5447) will allow HRAs—which ease the burden of healthcare related administration for small employers and helps them retain quality talent by offering competitive benefits—to be exempt from ACA requirements for companies with fewer than 50 full-time employees.


“This is a common-sense approach to health insurance that allows businesses to avoid unnecessary red tape to offer the best plan for their business. This is a win for the employer and the employee,” said Ann Sullivan, Chief Advocate for Women Impacting Public Policy.


Since WIPP’s formation, affordable healthcare options for employers and their employees have been a top policy priority. Not only did WIPP advocate for interstate purchasing pools, it asked Congress to take steps allowing small businesses the ability to offer healthcare to their employees without the burden of additional paperwork and expense of offering traditional employer plans.


HRAs provide small employers with another healthcare option—allowing them to reimburse their employees’ premiums while letting the worker shop for their own plan.


WIPP urges swift adoption of the bill.
