House Repeals Health Care Overhaul

In a symbolic vote of 245 yeas to 189 nays, the U.S. House of Representatives passed H.R. 2, which repeals the current healthcare law, H.R. 3590, signed into law on March 23, 2010. The repeal legislation will now move to the Senate where its chance of survival is slim.

While WIPP knows that the current healthcare law is not perfect, the health care reform act made some significant changes that we believe will result in better choices and better prices for small businesses who currently do not have a workable market. The healthcare law puts into place important reforms. These reforms include:

· The creation of state exchanges and multi-state compacts to give small employers and individual purchasers more market clout

· Tax credits for small businesses that offer healthcare to their employees

· An individual mandate for health insurance which broadens the insurance pool to include young and healthy workers

· Guaranteed issue and renewability

· Elimination of ratings on pre-existing conditions and health status

· A simplified enrollment process

WIPP has advocated for a better small business market for as long as it has been in existence. The current marketplace is unworkable for small businesses. These elements of reform must remain in place in order for the market to make the necessary changes for small businesses and their employees.
